Fits well but baggy legs

The shorts seem to be made well. My daughter finds them comfortable for nursery. The sizing seems good, she is 3 (nearly 4) and the 4 fits her well however my only issue is that cycling shorts are normally tighter fitting. On both my daughters they are very baggy around their legs (they are also on the slimmer side).
