Each year has its own size so they’re not sold as, e.g., 3-4 years but as 3 years, 4 years, 5 years, etc.
This 4 years size will be for an average 4 year old. However, children do of course vary a great deal in height and development at such young ages so its suitability will depend on the individual child.
